Tier B implementation is officially complete for our default PR → main pipeline: E2E Tier A+B (mocks) runs Backend + PostgreSQL + MockEventSubWebhook + MockExtensionJwt + MockHelixApi + SyntheticDesktop, exercises enrollment → E2E harness → payout Sent → Helix capture → pool removal, and matches docs/e2e/E2E_AUTOMATION_PLAN.md (see Tier B: Implementation Complete).

Tracking: GitHub issue #16 — please close or reconcile once the merge record is final.

What we achieved (short)

MockHelixApi + SyntheticDesktop integrated with Twitch:HelixApiBaseUrl and the Development-only E2E harness — same REST contracts as production EBS ↔ Desktop, without WoW on GitHub-hosted runners.
Pipeline hardening: NuGet + pip cache keys, PR concurrency, background services logged to /tmp, e2e-service-logs artifacts on every run, Tier B orchestrator tee.
Monitoring (new): e2e-weekly-health-report.yml (rolling success stats) and e2e-consecutive-failure-alert.yml (opens an issue after two consecutive E2E failures). Each E2E job posts a Summary performance table.

Review priorities: self-hosted Windows + WoW vs staging Twitch vs addon parity tests (see C0 in TIER_C_IMPLEMENTATION_TASKS.md).
