• Tier C launch governance scope is complete: C0-01..C0-04 issues were created, assigned, and linked in the Tier C dashboard.
• Kick-off was held and documented with decisions, owners, and due dates in docs/prompts/history/2026-04-06/15-tier-c-launch/kickoff-notes.md.
• Tier C operational tracking assets are now maintainer-ready: TIER_C_PROGRESS.md, TIER_C_HANDOVER.md, and risk log docs/risks/tier-c-risk-log.md.

Out of scope for this closure:

• C1/C2/C3 implementation backlog remains open as post-Tier-C follow-up work.
